❥ History: Wiki link! Gintama is basically a comedy-AU that started with the premise of "what if Japan was invaded by aliens", and then the author decided to add sword fighting and occasionally do parodies.
As for Katsura, he fought in the war where the aliens (The "Amanto") invaded Japan, was a rebel after they lost, and then became instrumental in regaining independence, eventually ascending to the level of the first prime minister of the new government.
❥ Personality:
If there is one word that can describe Katsura, it would be "ridiculous". If there were two words, it would be "mysteriously ridiculous". If there were three words, it would be "baffling, mysteriously ridiculous", and this is all because he is depicted as both moronic and extremely capable at the same time. Katsura is a man who is completely serious and passionate about his goals, no matter how bizarre his plans or ideas seem. Claiming that a game of Othello will prove who the more apt leader is? Check. Using bad curry as a weapon to disable his enemies? Also check. Infiltrating the Shinengumi by only changing his hairstyle? You betcha. He is nothing if not creative, and somehow, someway, most-- if not all-- of this plans seem to work in the end.
His creativity in the myriad of unprecedented plans he develops comes from a want to protect others, and he cannot protect those he wishes to protect if he is dead. This is a notion he has kept in his heart ever since he was a youth. While others might point out that he's quick to retreat from a battle, his losses are actually, in fact, strategies. Returning to fight the same enemy or group later, he is stronger, more prepared, and able to triumph. This applies to short battles as well as long, drawn-out plans. He loathed the world and the shogunate for allowing the Amanto to reign, but he bid his time for all of these years, gaining strength, the resources, the income, the allies, and the men (and battleships, facilities, training) to eventually stand with him.
Katsura is an idealist, but that doesn't mean he shies away from acknowledging the ugly underbelly of humanity. He's seen the struggle of starvation, the corruption of the elites, the way royalty-- even if they had the best of intentions-- failed to protect their countrymen. On the opposite end of the spectrum, he's also seen how humanity can prevail even in the bleakest of moments, from family finding each other within the depths of Yoshiwara, to the unbreakable comradeship lifting others in battle. These events shaped him to become the man he is today. His vision of a samurai isn't one that serves a lord, but serves a cause. He is loyal to his friends, yet even more loyal to his countrymen: should he have to choose between an old friend and his country, he will choose the latter. For example, in the current arc he is resolved to destroying someone he loves-- someone who essentially raised him and his comrades-- to ensure the new nation has a fighting chance (and won't be destroyed itself). This puts him directly at odds with an old friend; surprisingly, although his solution clashes with the other's, he remains respectful in discourse, acknowledging that what he's planning on doing will hurt his friend in the process. He, however, accepts these consequences, as well as his friend's attempt to kill him in return.
He is a capable leader, and one in which he wishes to do better than his predecessors. He's founded a underground rebel group, the Joui, for years after the Amanto invaded. During the timeskip, he's even led the entire nation of Japan under a pseudonym! Instead of showing that he had any prowess in battle, he wanted to set a precedent that the new era he had striven to usher in would have no need of swords. It would be a world for all, not just the warriors. Battles should be fought with words... be that with Twitter/Instagram posts or literally by whipping out a copy of the constitution during a fight. While his closest men and friends know of his eccentricities, for the most part the general public appears to regard him as a noble, charismatic, and serious man.
After his staged assassination to bow out of the prime minister position, however, you best believe he's back to sword-fighting. For if anyone must battle or bleed for the revitalized country, let him do his part not as a civil servant, but as a warrior prepared to be the last to shed blood, so that the youth of the modern generation need not.

➤ ➤ Swordsmanship/martial arts. Katsura is adapt at swordplay, but he's been shown to wield both spears, poles, shuriken, and knives. He's also adept at hand-to-hand combat. He can also ninja-about if need be. Really, this guy can do just about just about anything, including throwing bad curry at enemies in battle to cause them crippling indigestion. I'm serious.
➤ ➤ Human?? Strength?? I'm not sure where to put this, but Katsura is human. Flesh, blood, long hair. However, he's been shown to take fatal wounds in battle, only to leap to his feet and continue to fight. He has also been shown to fall from sky-scraper level heights, crashing through floors and awnings, only to stand right back up and swing his sword. What do you want from him, he's a Shonen Jump character and he knows it. He's got all the perks of a anime-level impossible strength for a regular human, like leaping up stories to get to the roof of a building or jumping down and landing without issue, speed that helps him dodge bullets, and stamina to continue to fight despite being pushed over his limit. You think he's dead? Think again.
➤ ➤ Secretly, a scholar. Katsura has ever-remained the bookworm and nerd, ever since childhood. When his parents perished and their noble house was lost, his grandmother and him lived on the streets. It was his cleverness that gained him a scholarship to be able to study.
➤ ➤ Electronics/Engineering. Katsura has the knowledge to craft explosives and disarm them on the spot. He has a general knack for building and learning just about any electronics, even if they are completely (and literally) alien engineering. He's piloted alien ships, and he's disarmed other terrorists' radar systems, among other things. He can also pilot giant robots.
➤ ➤ Disguise + acting. Katsura has been show to impersonate others without other characters suspecting him, as well as dressing himself as anything from a space captain/pirate to a courtesan without getting caught.
➤ ➤ Music. He's can dish out a sick rap and beat if the situation calls for it. He's also a suave dancer.
➤ ➤ Intuitive. He's got good instinct. I know this is saying a lot given what a ridiculous character he is, but he's been shown to know when others are trying to bluff or hoodwink him. There have been a few times in canon where he's known others have been a spy ~the entire time~, woowzas, or that he's been playing other characters into his plan, long-conning them. He's not afraid to use others, whether that be as a diversion, or for some other purpose.

Gintama is rife with parodies and mentions of other canons, and just to name a few: Gundam, Pokemon, Dragonball Z, Black Butler, Death Note, Lupin, Space Battleship Yamato, Eyeshield 21, Kuroko no Basket, Naruto, One Piece, Yatterman, Segoku Basara, Detective Conan, Laputa: Castle in the Sky, Dragon Quest, Bleach (there's even an episode where Gintoki meets a spirit of his sword to get his bankai!), To Love Ru, Black Jack, Final Fantasy.... the list goes on. Shonen Jump literally exists in-universe, and the characters can frequently be seen picking up a few copies and reading them.
There are also episodes where Katsura and the others specifically mention the actual, real-world mangaka of their series. They are aware that they are characters, and sometimes they're aware of who their voice actors play in other series! Or how they rank in their popularity contests! Or that sometimes their plot needs a kick! For example, there is one particular episode where Katsura suggests that they need a flashback arc in the same manner that Ruruoni Kenshin and One Piece did, and that the fans are all waiting for it. Lo and behold, the episode immediately turns into a flash-back (and part Kuroko no Basket parody).
Given that... so many series exist within his universe, and they frequently fourth-wall themselves...
1. Needless to say, he won't be fourth walling without permission from a current cast/character.
2. However, given that there are so many of these references, and he's likely to reference other series in his dialog or narrative from canons not yet in Hugs, would it be appropriate to, like, slightly change the title of a canon (i.e. Eyeshield 21 to Eyeshield 25) when he does? Or would you rather avoid him making references altogether?
3. Similarly, will he be able to reference Shonen Jump just as magazine for the latest manga, without mentioning any contents within it?
4. In his canon, there is censorship. For instance, cusswords are known to be bleep'd out if a character should ever speak one, something of which they are aware. Does this censorship literally carry over to the Hugs world for him, or will he finally be able to curse freely?
